2008 Homeless Count Report


CHIPIn 2001, CHIP led a year-long community planning effort that produced a ten-year strategy for how we can both prevent and end homelessness in Indianapolis, the Blueprint to End Homelessness. The Blueprint's recommendations draw upon national research on effective programs and best practices and also reflect local concerns. Mayor Bart Peterson has endorsed the Blueprint and made it one of his administration's top priorities. The plan has received broad community support and has been lauded as a model by national experts on ending homelessness. It marks a milestone in our community's efforts to address a serious and persistent social problem.

CHIP was designated to serve as the lead entity for mobilizing the community to work together toward ending homelessness. It is our organization's responsibility to ensure that the Blueprint does not just become another plan gathering dust on a shelf. Our role as lead entity requires that we serve the community in a variety of ways. CHIP will move the Blueprint forward by:

  • Promoting community awareness
  • Fostering coordination among housing, employment and service providers
  • Promoting greater effectiveness
  • Providing training and technical assistance to enhance the capacity of our network of providers
  • Assisting in resource development for Blueprint priority projects
  • Continuing to do necessary planning and project design work
